These hand hammered tumblers are 3-1/4" in height, made and marked by Jacob Grimminger of Gmund, Germany (established 1895). Being sterling rather than 800 silver, these cups were most likely made for export and they have an Arts and Crafts hammered finish consistent with cups of this period.
